See the discussion in https://bugzilla.mozilla.org/show_bug.cgi?id=1951690#c13 and the next few comments. I couldn't figure out why but PreXULSkeletonUI doesn't cause a resize. I tried tracing the reason, but failed. I'm creating this bug for record keeping.
Letterboxing should still handle weirdly sized windows, so it isn't a very urgent.
