Long ago back in bug 1294650, we added a stub qipcap64.dll to our package to work around ancient broken WebSense installs injecting into Firefox. Given that it involves an OS we don't support anymore and extremely old versions, can we drop this now? Maybe with a harder block of those DLL versions if we're feeling super cautious.

We're already blocking some newer versions of qipcap.dll and qipcap64.dll as a result of bug 1767993, so I don't think removing this will require more blocks.
