Many of these histograms contain interesting diagnostic information. It would be convenient to be able to query these via main_summary. It looks like many of them could be added as simple scalars using the `hsum` function

Only one of these, TELEMETRY_PING_SUBMISSION_WAITING_CLIENTID is recorded in the release population. The rest are prerelease only. Does it still make sense to add them?

They would mostly be helpful for debugging / investigation, so I think it's worth it even if they're only recorded on pre-release.

Talked to :chutten in irc and he suggested that the telemetry pings aren't worth adding to main_summary, at least. We'll consider adding a separate telemetry_errors dataset in the future for monitoring purposes.
