Split from meta bug 1425602:
To reduce the amount of blocklist XML that is downloaded and parsed, we can remove NPAPI plugins (other than Flash) and legacy add-ons (because support was removed in Firefox 52 and 57, respectively).
Assuming we serve the same blocklist to all Firefox versions, we should wait until ESR 52.9 is retired in September 2018. Until then, ESR 52 users still need to block NPAPI plugins and legacy add-ons.
