The existing web interace for TAAR is a Django app over here: https://github.com/mozilla/taar-api We should try to port this to flask to slimdown the codebase.
I can't set the dependency to bug 1286215. mlopatka - can you set this?

TAARlite shipped a dockerized flask runner that has dockerflow configured with reasonable defaults for operations. We can re-use the flask setup for taar-v3 - I'm marking this as fixed as repointing the flask runner from taarlite to taar only requires importing a different python library.
