In Bug 1424341 we turned off timer rounding for a variety of tests. It would be better to duplicate the tests and have a version that performs the test without timer rounding and with timer rounding.

We're also turning it off in dom/animation/test/css-animations/test_animation-finish.html in Bug 1430841.
