EME Free Repacks have missed some recently shipped locales (cak and gn) this is updated manually currently, lets add them.

r=me. Not that I checked if the two are actually the same.
Can we not have two independent configurations for this, though?

fwiw my mental thinking is writing code to support locales="<all>" or "<shipped>" or something, and why I left the original bug (blocked by this) open.
My main goal here was to make sure we're doing this for those locales as well!.
