Details
The confidence of a recommendation might be very low in some cases. Ideally the dashboard should show only recommendations above a certain threshold.

Recommended addons should meet some additional criteria. I.e: be WebExtensions, be fully signed, high ratings?

I'm fairly confident we should be only suggesting publicly available, signed addons. Basically everything that's reported by the public AMO search API. I *claim* we could still refine the suggestions using ratings, but we shouldn't just rely on that alone to give priority (it could create problems with newly introduced addons, etc.)

Totally agree, I was thinking about it from the other side: I.e. now the main criteria for inclusion is whther some (many) other users have it installed. While this is a good indication of a quality addon, it is not a guarantee. We should decide on some explicit heurisitcs for removing addons from the final recommendation list.

I think WebExtensions should have some priority as well so we can ensure to recommend add-ons that won't be turned off in the near future.
