1. Open devtools, dock it to the bottom side of window, close devtools
2.A) Open "data:" URL in the form above in a new tab
2.B) Open http://dagobah.net/flash/internet_trailer.swf in a new tab
3. Press Shift+F7 to open Style Editor
4. Hover mouse over the resizer of devtools, hold left mouse button, move mouse pointer
   to the up by ~10px, release left mouse button, move mouse pointer to the bottom by ~10px

AR:
 A) After Step 3 Flash disappears
 B) After Step 4 Flash disappears

ER: 
 Flash plugin shouldn't disappear

Notes:
1) Nightly 2015-01-01 had none of these issues.
2) If I disable APZ, it fixes scenario (A)

arni, which tab should I be on for step 4?

Well, there're scenarios A and B. In each scenario you perform Steps 3-4 in the tab from Step 2

STR_A_simplified:

I personally think this is the same breakage as bug 1242273 with simpler(?) STR

I can reproduce on Win7. For both samples in step 2a/b, once I load the Style Editor the Flash plugin disappears (the frame is still visible). Click in Devtools to make the the plugin reappear.

tested on:

Win 7, Nightly 48.0a1 20160324030447 - Reproduced.
Mac, Nightly 48.0a1 20160328030215 - WFM 
Ubuntu, Nightly 48.0a1 20160325030241 - WFM

dev tool panel and plugins overlap. not blocking but I'd like to get a fix in soonish.

We could still take a patch for this in beta, but I think it is reasonable to aim for a fix in 51 nightly. 
Jim can you help find an owner for this?   Do you think it would make a good first bug?
