I wanted to get the code landed in nightly ASAP so I'm not planning on landing tests with it initially. Let's do that.
Be sure to add tests for the client ID access code on both sides of the Gecko/Java divide.
For client ID, I will land tests in bug 1244295 and bug 1249156.

I've added tests since I've been going along, in particular, in bug 1243585 which adds tests for the telemetry store. Notably, we don't have any tests for the UploadService but I think that's okay – we should be able to see failures on the server.
