1199667 - Telemetry toggle on startup fails to send deletion ping

On nightly 43.0a1 (2015-08-28), start up a profile that has telemetry and logging enabled. 

Open the browser console to monitor the logging output and then immediately toggle fhr/telemetry off and then back on in the preferences before telemetry properly starts (after 60 seconds).

After telemetry starts the saved pings should attempt to send, note the error in the screenshot: [profile]/datareporting/pending-deletion-ping (No such file or directory), results in a PingReadError

I have tried with the latest nightly and I can't see the error mentioned.

I have downloaded the build from 2015-08-28 and I can see this error after turning off and restarting fhr/telemetry: https://www.screencast.com/t/4Kh6LBZET5Te
